From now on the commissioners will enforce the following:
Any ineligible player that remains on IR after gametime on Sunday (12pm central) will be removed by the commissioners. The commissioners will collectively decide on the appropriate roster move to make. The commissioners will do the following:
• If an open roster spot is available the commissioners will simply activate the player.
• If no open roster spot is available the commissioners will check to see if another player on the roster is eligible for IR. If so the player will be activated and the eligible player will be placed on IR.
• If there is no eligible players to replace the ineligible player, the commissioners will decide which player on the team to release from the roster.
The commissioners decision is final, so please be sure to check your IR players every week before Sunday at gametime. Thanks.

Ok, so how do we the players get to enforce when a player has been put on IR/PUP and yet the system does not let us deactivate him to IR?

Can the commissioners please refresh our memory on when a player is eligible to be put on IR? Thanks. I thought that Burfict would be eligible for IR but the system won't let me.

When he is placed on "IR" or "IR designated to return".

Currently Burfict is listed as Reserve/Physically Unable to Perform or (PUP). Which means he will not play the first six weeks of the season. At the end of six weeks the "real" Bengals would have to change that designation based upon his outlook at that time. It's the worse designation if you are trying to fill a roster void because you are in limbo for up to six weeks.
I think I got my GM explanation pretty close.

The PUP and IR are two very different things in the NFLFFL. If the player in question is on the NFL PUP, then he stays on your active roster. Same thing for Suspended players. He has to be on the NFL IR or IR-Return in order to be on the NFLFFL IR.

Honestly, that is really stupid and I should be able to put him on IR instead of having him rot on my bench for 6 weeks. Whatever though, it is what it is.

That was the point of adding the 2 extra roster spots, Bucs.

Well, I just looked and now Burfict is classified as "IR-PUP" and able to go to IR. Sorry for being dumb.

That was the point of adding the 2 extra roster spots, Bucs. If we didn't have those two extra roster spots now, then I wouldn't have anyone to use as my tiebreaker player. Assuming that Ladarius Green is not playing, that is. I've got (probably) five guys out this week. Yuck.

Therein is my "initial" point when it comes to increasing the activity among owners when they need to fill their lineups rather than creating a situation where owners are able to just sit on players. You would have had to use waivers or make a trade to find an active player in order to fill your lineup properly. After getting some explanations regarding the lesser level of activity of many owners though, the option for adding more roster spots is clearly justified.
