I have loaded the initial waiver wire order based on the average time per pick. In the cases where a tie-breaker was needed, the team with the LATER original 1st round draft pick takes precedence.

Arizona Cardinals 19. New Orleans Saints 20. Carolina Panthers 21. Cincinnati Bengals 22. Tampa Bay Buccaneers 23. Miami Dolphins 24. Las Vegas Raiders 25. New York Giants 26. New England Patriots 27. Green Bay Packers 28. Chicago Bears 29. Baltimore Ravens 30. Los Angeles Rams 31. Indianapolis Colts 32. Atlanta Falcons
Edit: Tiebreaker is based off of the latest original draft, not earliest as mentioned earlier. Only the top 5 spots were affected by the change.

Tiebreaker should be later original first round pick, not earlier, previous preseason waiver run was reverse order of the first round.

I fixed it prior to the last waiver run. It runs normal after week 1.
